default access permissions for new pages

this is a simple one, but lots of pages seem to lack of this feature. it will increase support needs when working collaboratively:

# be_users uid of the default owner; and it´s default permissions
# be_groups uid of the default group; and it´s default permissions
# user/group permissions can be set optionally
TCEMAIN.permissions {
	userid = 1337
	user = show, editcontent, edit, delete, new
	groupid = 23
	group = show, editcontent, edit, delete, new
}

put that into the PageTS of the page in question. children pages will inherit the settings above.
